The Tanzania Official Seed
Certification Institute (TOSCI) is a semi autonomous institution established by
the Seed Act No. 18 of 2003. TOSCI is responsible for the certification and
control of quality agricultural seeds produced or imported into the country for
sale. It is also entrusted with safeguarding farming community from procuring
poor quality or fake seeds from vendors of farm inputs.
TOSCI was transformed from Tanzania Official Seed Certification Agency (TOSCA) which was established by the Seed Act 1973. The main focus was to establish key institution needed to produce and control quality of the seed chain as it flows from the plant breeders as breeder seeds to the farming communities as certified seeds.
To efficiently perform its duties, TOSCI needs to have a strong and formal organization structure which will direct TOSCI towards reaching its Vision, Mission and Mandate in seed industry as laid out in the Seed Act of 2003 and its Amendments of 2016.
The main aim of establishing TOSCI as seed certification
and control authority exist due to high demand of good quality seed in our
country. Following the amendments of 2014 of Seed Act No. 18 of 2003 and its
Regulations of 2007 amended in 2017 some functions which were performed by the
Ministry Agriculture Livestock and Fisheries have been delegated to TOSCI.
Therefore TOSCI functions have expended.
