Tanzania Official Seed Certification Institute (TOSCI) is a Government institute under the Ministry of Agriculture, Livestock and Fisheries (MALF) established by the Seeds Act No. 18 of 2003.
TOSCI was a result of transformation of TOSCA which was established by the Seeds Act of 1973. The main focus was to establish a key institution needed to certify and control quality seed chain as it flows from breeders to the farming communities. The transformation of TOSCI from TOSCA was a result of Government reform initiatives to increase efficiency of the public institutions.
The major responsibilities of the Institute are certification and quality assurance of agricultural seeds produced and imported into the country. It is also entrusted in safeguarding farming community from procuring poor quality (fake) seed from vendors of farm inputs.
TOSCI head office is located within Morogoro Municipality. It’s four branches are located at Tengeru (Arusha), Njombe (Njombe), Ukiriguru (Mwanza) and Naliendele (Mtwara).
